From Deca Games' team, February 1st 2023:"Storm dragon's skills are not automatically refreshed at 0 o'clock every day, but refreshed at the last time of the day when it is used up. If the player used up the 2 times of the day at 23:59:59 on the 19th, it will be refreshed at 23:59:59 on the 20th, sometimes twice. It is not a bug." Note that the refresh time seems to be CA's clock not the user's. Therefore, I assume that if you use one potion for example at 22:00 CA time you then have only 2 hours to use another potion with benefit of SD.
